There has been water seeping out of a small hole in the road outside the property next door to where I am staying ( I don't own the property - it belongs to a friend who is away) for over a week now. Nobody has been to do anything about it. Who should I report it to?

I believe I've got an ear infection - are there any doctors in Lajares or Corralejo?
I plan to visit the pharmacy this morning however I think I'm going to need a doctor on this one...
