If i now have a second home a NIE and spanish bank account, do i still oay 7% tax on food & meals out?

Nope, this is an equivalent of VAT in the rest of EU and/or UK.
UNLESS YOU ARE A BUSINESS AND THIS IS SUBSTINENCE, lunch at work, but may attract additional tax to your personal income
