Hi, yes people are living in the property’s but as long as long as they don’t have access to the area (room) being worked on i.e in your case stay out of the kitchen while work is in progress. Gloves and mask should be worn at all times by workmen, tools and equipment should be carried in at the beginning of the day and removed at the end of the day.  Also in your case I’d say the work is a necessity to make the house habitable and so would be considered essential. You should consider contacting either your local police or town hall if your contractor is worried about starting work. Good luck.
