We are visiting Fuertaventura in June for 3 weeks ,we do this ever  year and we are looking to retire their next year what are th erules for permanant stays I believe the brexit rules are 90 days only every year however this can be over ruled if you have an Irish Passport is that hthe case

If you have an Irish passport it is indeed much easier and you will not require a visa.

However, to stay longer than 90 days you do need to register.   To register as a resident you will need to prove finances of at least 7.200,00 €.  this amount is updated at the beginning of each year, although does not always change but you must be sure to check the amount.  You will also need health insurance with no exemptions and no excess.  If you will be entitled to a UK state pension then you can obtain an S1 certificate to cover your health, and additional health insurance will not be required.

I came over in July 2024 using my Irish Passport and had residency within 3 months. My wife has a UK passport but she got a spousal visa which allows her to stay indefinitely.

You will need to provide funds and it's so much easier if you open a Spanish bank account.
